Real Estate Development


Within the Urban Pacific eco-system, Urban Pacific Multi-Housing leads in the development of core apartment assets in the urban environment. Seeking underutilized and well priced land opportunities, we seek to maximize the value of real estate through our deep understanding and skill set related to urban development. These skill sets include entitlement processing, architecture and land planning, and the efficient execution of construction for high-density podium style apartment buildings. We have an exclusive focus on the urban environment, and within that platform we develop market rate and workforce housing apartment communities throughout the western United States.

Real Estate Advisory Services


Urban Pacific provides a broad set of consulting and advisory services to commercial banks, lenders, equity investors, and other real estate professionals. Urban Pacific can provide the necessary resources when there is a need for expertise to formulate and execute strategies and tactics for asset and investment recovery.

General Contracting and Construction Management

Urban Pacific provide general contracting and construction management services to our own real estate projects and those of our joint venture partners. Our general contracting services include: design/build contracting; construction management; analysis of plans and specs, including value engineering and plan coordination comments; bidding to trade partners; scope analysis and qualifying trade partner bids; preparation and ongoing management of project schedule; management of trade partners and material suppliers during construction; supply human resources, including project superintendent, project manager, and project labor; supply material and tools to complete construction; provide all construction accounting services and construction draw preparation. Our company has a deep bench of highly qualified trade partners throughout the Western United States. We have the advantage of bringing performance and execution oriented trade partners to each of our construction projects.

Community Advisory Services

On a select basis, Urban Pacific and its key principal, Scott Choppin, provide real estate advisory services to companies requiring expertise in real estate ownership, real estate development, governmental entitlement processing, and other general real estate matters. Many of our advisory undertakings are on behalf of non-profits in need of real estate insight. A recent example includes advising The ArtExchange nonprofit, in Long Beach, CA – related to real estate and ownership matters, including the development of the ArtExchange project in downtown Long Beach – Generally, Urban Pacific seeks to take on advisory roles that provide long term community benefit. All of our non-profit advisory work is done on a pro-bono basis.
