Urban Pacific and it’s CEO – Scott Choppin – have invented a new housing model for working families in California one of the highest constraint housing markets in the US for moderate income working families. These families are paying an ever increasing percentage of their income towards housing costs. To solve this intractable problem, we invented the Urban Town House (UTH) to provide a new housing type to working class families. Specifically, UTH is built-to-rent 5-bedroom 4-bathroom town house unit for large and multi-generational working families in urban areas of California. The rents that we underwrite make these projects economically feasible and provide naturally occurring moderate income rental housing for families between 80-150% of MAI.

UTH projects uncommonly pair private capital with a workforce rental housing model and classically use institutional private equity, as well as, Opportunity Zone capital.

Focused exclusively on the California marketplace — the most highly constrained housing market in the nation — Urban Pacific’s vision is to produce over 1,000 unit per year of UTH housing in Southern California, with future expansion into the California Bay Area market.

Scott Choppin

Founder and CEO

Scott Choppin is the Founder and CEO of The Urban Pacific Group of Companies, a Long Beach, CA-based real estate development company, founded in 2000, that focuses exclusively on workforce rental housing communities throughout California. 

The Choppin family has been in real estate development in Long Beach since 1960, which includes highlights such as the development of the Long Beach World Trade Center and the 293-unit CityPlace residential development in downtown Long Beach.

Scott is an innovator in the fields of urban housing, mixed use projects, and affordable/middle income housing communities throughout the Western United States.

With over 35 years in the development business, Scott is a leader in the field, and has been a speaker at the International Builders Show, the Pacific Coast Builders Conference, SoCal BIA’s BIS Show. As well, Scott is a published author in the real estate development field, and is a regular contributor to major media outlets throughout the nation.

Scott has been published in Forbes Magazine, GlobeSt.com, Los Angeles Times, Builder Magazine, Affordable Housing Finance, Affordable Housing News, and most recently, the cover and feature article about the UTH housing model in Multi-Family Executive magazine.

Prior to forming Urban Pacific, Mr. Choppin was Director of Land Acquisition for the Multi-Family Development Division of Irvine based Sares-Regis Group. In that position, he was responsible for all land acquisition activities for the development of luxury, market rate and senior rental communities throughout California, Colorado, and Arizona.

Before joining Sares-Regis, Mr. Choppin was with Kaufman and Broad Multi-Housing Group. As Senior Project Manager, he was responsible for all activities related to multifamily development, including the acquisition, entitlement, syndication and development of over 1,900 multifamily units throughout the Western United States. Prior to that, Mr. Choppin was a project manager with Irvine-based Snyder Langston Real Estate and Construction Services.

Mr. Choppin holds a Bachelor of Science in Business with a specialization in Finance from California Polytechnic State University (Cal Poly), San Luis Obispo, and holds an “A” license as a general contractor in the state of California. Scott and Becky Choppin have been happily married and together for 32 years, and are raising their 3 kids – Sean Patrick, Dylan, and Jenna, as the 4th generation of the Choppin family in Long Beach.
